Converting an attic into living space costs $60,000 to $140,000 in the Twin Cities. But before cost matters, three feasibility questions decide whether the project is possible at all: structure, height, and stairs.
Question 1: will the floor carry a room?
Most attics are framed with 2x6 or 2x8 ceiling joists sized to hold drywall and insulation — roughly 10 pounds per square foot. A habitable room needs 30 pounds per square foot live load. That usually means sistering new joists alongside the old ones or installing a new floor system, which costs $6,000 to $18,000 and requires a structural engineer's stamp.
Truss-framed roofs — standard in Minnesota homes built after about 1975 — are the harder case. You cannot cut a truss web without engineering, and converting a trussed attic often means a new structural roof, at which point an addition is usually cheaper.
Question 2: is there enough height?
Minnesota code requires 7 feet of clear height, and at least 50 percent of the required floor area must have that height, with the sloped portions counting only where they are over 5 feet. A steep-pitch 1920s bungalow usually works. A 4:12 pitch rambler usually does not.
Dormers are the fix. A shed dormer across the back adds usable floor area and height for $25,000 to $60,000. Gable dormers are prettier and add less space per dollar.
Question 3: where do the stairs go?
Code requires a permanent stair with a maximum 7.75 inch rise and 10 inch run, 36 inch width, and 6 feet 8 inches of headroom the whole way. A pull-down ladder does not count. Finding room for a compliant stair in an existing floor plan takes about 40 square feet out of the level below, and it is the single most common reason attic conversions get abandoned at the design stage.

The Minnesota insulation problem
Turning a vented attic into conditioned space means the insulation has to move from the attic floor to the roof plane. Done wrong, you get ice dams — warm air hits cold sheathing, snow melts, water refreezes at the eaves and backs up under the shingles. The correct assembly is either closed-cell spray foam directly to the underside of the sheathing (unvented) or continuous baffles maintaining an air channel from soffit to ridge with insulation below (vented). Both work; mixing them does not.
When it is worth it
Attic conversions pencil out best in older Minneapolis, Saint Paul, and first-ring homes with steep roofs and small footprints, where adding on horizontally is blocked by lot size or setbacks. On a post-1975 truss house, get an addition quote before you get attached to the idea.
